Reports suggest that members of the Kapol Co-operative Housing Society approached the BMC after noticing work being carried out at the property. Following the complaint, officials from the civic body's K-West ward reportedly sought documents related to the property and approvals for the proposed commercial activity.
According to the reported BMC position, the required permission for commercial use was not presented when requested. This subsequently led to the issuance of a stop-work notice.

According to reports, the property has been leased to Florian Hurel Salons Pvt Ltd through a registered five-year Leave and Licence Agreement.
The agreement was reportedly signed on August 10. As per the reported details, the monthly rent starts at approximately Rs 16 lakh during the first year. The agreement is also said to include a provision for an annual increase in rent.
Therefore, the dispute involves more than just the BMC's stop-work notice. It also concerns the proposed commercial use of the property and objections reportedly raised by residents of the housing society.
